Warrant journals, 1913-1934.

Warrant journals superseded WARRANT RECEIPTS, RS 105.009, and confirmed warrant delivery, either to warrantee in person or by mail. Each warrant entry included warrant number, amount and issuance date; warrantee name; disbursement reason (i.e., services or labor performed; supplies or equipment provided; fees refunded); and appropriation fund from which warrant was issued. Until 1918, journals usually contained warrantee signature and address, but after 1919, only check marks indicate that warrants were sent.

The Illinois Treasurer's office was established in 1812, and when Illinois became a state, the 1818 Constitution required the General Assembly to appoint a new Treasurer biennially. With the adoption of the 1848 Constitution, the Treasurer became an elective office. The Treasurer still served a two year term and the 1870 Constitution prohibited the incubement from suceeding himself.
